Britain and America have agreed to a significant commercial pact that will maintain no tariffs on UK drug exports entering the American market.

The Terms of the Deal

In exchange for the tariff guarantee, the UK has pledged to increase spending on drugs through the National Health Service (NHS). This pledge secures that tariffs on these vital goods will remain at zero for a period of three years.

This deal is in response to recent threats to dramatically increase tariffs on patented pharmaceutical products, with figures discussed reaching 100%.

"This arrangement between the Britain strengthens the worldwide climate for innovative medicines and establishes much-needed equity to transatlantic pharmaceutical trade," a statement declared.

Commercial Significance

Medicines constitute one of the the United Kingdom's largest goods shipped to the US, which is easily the primary market for leading UK drugmakers.

Trade data show that in the one-year period prior to last September, the UK sold medicines totaling £11.1bn to the US. This value represented nearly one-fifth of British export trade in that timeframe.

"This agreement secures jobs, stimulates funding and paves the way for the UK to become a global hub for biotech and pharma," the Business and Trade Secretary stated.

Key NHS Changes

The deal includes several notable commitments from the United Kingdom:

  • Price Threshold Increase: The UK will raise the cost ceiling at which it deems new treatments to be unaffordable by a quarter.
  • Increased NHS Spending: There is a target to double overall health service expenditure on treatments from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Refund Ceiling: The percentage pharmaceutical firms must pay back to the NHS to stay within budget will be limited at fifteen percent. In the past, rebates exceeded 20%.

Industry Background

The pact follows a ongoing tension between the pharmaceutical industry and the British authorities over drug pricing and regulatory access.

These tensions were exacerbated by arguments that US consumers were charged significantly more for the equivalent treatments than people in the other developed nations.

Over the last 18 months, several large drug company projects in the UK have been delayed or cancelled, while major funding commitments have been directed toward US facilities.

The Science Minister publicly accepted that the NHS had to increase expenditure on treatments, noting that its expenditure on drugs had shrunk as a percentage of its total funding over the previous ten-year period.
